Error in RHL7.0 dist??

Hi!
I wonder if anybody has noticed ...

In the new RHL7.0 distrib, rpms for the kernel 2.2.16 are present but
there are no rpms for kernel2.2.16-headers ...rather kernel-2.4-headers
are provided ... 
This has broken some precompiled modules like the winbond-840 drivers
which relies on header files in the older kernels ...
Surely the kernel-headers of kernel-2.4 and kernel-2.2.16 are way too
different to be used in place of ech other??
