FTP connectivity

i am having a problem in FTP connectivity. can someone
suggest a solution. i think the FTP daemon has some
problem.

MIT9937@pc7lab4 MIT9937]$ ftp
ftp> open 202.1.1.47
Connected to 202.1.1.47.
421 Service not available, remote server has closed
connection
