Problem with PPP dial-up

I've a RH Linux 6.2 (PCQuest) machine, and I want to dial into VSNL for
Internet access.
But I am not able to do so. Please somebody help me out.

My machine's got the following configuration and files:

RH Linux 6.2 (PCQuest)  machine and is
connected to our LAN with a NIC having IP address : 192.168.42.1
Loopback device is configured.

I am noting down the procedure I am following step by step to connect to
VSNL

1.  I am using minicom for dialling into VSNL's servers.
2.  I am able to authenticate my a/c and also initiate VSNL's ppp.
3.  Now I quit minicom without resetting the modem (ALT+A+Q) and issue the
following command.

    pppd -d /dev/ttyS0 57600

    My pppd's options file is having the following entries:
        -detach
        modem
        lock
        crtscts
        proxyarp
        defaultroute
        ipcp-accept-remote


4.  Everything seems OK till I get here. I get disconnected everytime and
get the same error
     as under.

Did anybody notice the line ---> Peer is not authorized to use remote
address 202.54.96.172

What is it? And why is it happening.
Could somebody pls point me where I am doing wrong?
Pls ask me for any other details which I've not given.
