I suggest the following for your consideration:

It would be nice if one of us provides a working draft (or sections of a
draft) for discussion? It makes it easier to focus. I suggest the
constitution record the following:

a) Aims of LI
b) How and whom by, will LI be managed
c) What would be the relation between LI and the various LUGs

The last (not a part of the constitution) would have to be "who will
register LI". If I see no drafts in half a day, I will try to provide a
working draft for your consideration.
