syslogd problem

in mandrake 7.0, everything goes well, but suddenly one day, the system
locks up during the syslog init.
^c doesnt seem to work. all i can do is ctrlaltdel
syslog seems to be up and running in almost all runlevels. why does this
happen? and pls suggest a remedy.
this problem seems unique to the mandrake release only.
