Is Messenger running on Linux? If the users are on Win32, there are
other mail clients that support multiple POP3 accounts.

Worst case, make one master address book, and copy that address book
file(s) for each user profile

You can configure your fetchmail to dl all the mail from the different
POP3 accounts and consolidate them into a single user account (for
each user who wants multiple POP3 account access), and the users can
filter the content based on the header fields; this doesn't work
around the address book problem tho...
