This is because /usr/bin/kppp is not the one a normal user should run. You
should set uid root /usr/sbin/kppp and use that one to dial out.
Another method is to tweak with PAM configuration.
There was a thread on this on Linux-India. A search of the archives will tell
you the reasons for this.
