How to use user defined character set in PostgreSQL

Dear friends,

  I want to store tamil database following newly formed Tamilnet99
standards for coding the tamil characters, in PostgreSQL.  Does anybody
know how to change the characterset in PostgreSQL?How to set sorting
operation in the new character set under PostgreSQL?  kindly help me..
