Strange sendmail behaviour

I recently upgraded my server from RHL 5.1 to 5.2.
Sendmail too changed from sendmail-8.8.7-17 to sendmail-8.8.7-20.

We transfer mails via UUCP with another server.

There is a max limit set for UUCP mails at both ends.
After the upgrade, it works for incoming mails, but for all outgoing mails
the restriction is just ignored!

The sendmail.cf file is the same.
I even tried recreating from m4 and it doesnt make a difference.
Iam sure the cf file is being read, as some other changes take effect.

What has gone wrong?
Has any thing changed between versions?
